CURRENT VEHICLE REPORT

National Emergency Rental Vehicle (NERV) is an Incident Blanket Purchase Agreement (BPA) used to procure rental vehicles for wildland fires and all risk incidents. The BPA is managed by the USFS Equipment Service Branch (ESB) - National Zone (NZ) 

The NERV BPA is intended to be utilized on incidents by personnel from the NWCG - agencies which include:

  • Bureau of Indian Affairs
  • Bureau of Land Management
  • U.S. Fish & Wildlife Service
  • National Park Service
  • U.S. Wildland Fire Service
  • USDA - Forest Service
  • The National Association of State Foresters

State and Local Cooperators are authorized to use NERV.  However, State and Local governments must be aware of the liability associated with the use of NERV for 3rd party claims. NERV only covers the damage to the Enterprise Rental vehicles when in the performance of their official duties. 

Oversight is managed by USFS Fire and Aviation Management (FAM).

Enterprise is the vendor.

The NERV agreement may be utilized for:

  • Any single resource responding to an incident whose position requires a large SUV, 1/2 ton or a vehicle with 4x4 high ground clearance and tires to meet the needs of the assignment (3/4-ton and 1-ton trucks approved for off-road use tires).
  • Any single resource who is responding to an incident who needs a rental vehicle to meet the needs of the mission and is not able to procure a vehicle (such as Administratively Determined or Casual Pay employees who do not have an agency travel card).
  • Incident Pool vehicles that will be managed by a ground support, dispatch or other units and will be utilized by multiple resources or multiple incidents

Each vehicle rented through the NERV Enterprise BPA MUST:

  • Be requested electronically through IROC by Dispatch Only with a valid Resource Order.
  • Be in combination with a valid Resource Order (RO) and tied to a specific user in IROC. For Pool Vehicles, Equipment Transportation RO under a ground support or designated Point of Contact (POC), which is some cases might be a Dispatcher or Cache Manager.
  • Be on Resource Order the entire duration of the assignment with no gaps.  This includes Pool Vehicles that will need be on a Support/Severity Resource Order when not at an incident.
  • Never exceed 120 days on rent.
  • Ordered on an overhead, aircraft, or crew resource, the individual renter is responsible for accident and damage documentation submission. If the vehicle is ordered on an equipment resource, then ground support or designated POC is responsible for this documentation submission.
  • Never be rented or operated in Canada.

DO NOT Use NERV BPA if:

  • The vehicle is NOT for incident use.
  • For Rx on Non-Forest Service Land.
  • The renter has a Govt. Travel card and does NOT require a large SUV, 1/2 Ton or 4x4 high ground clearance and tires to meet the needs of the assignment (3/4-ton and 1-ton trucks approved for off-road use tires). 

For these needs, utilize the traveler's agency standard travel reservation system.

Accidents

Accidents involving other drivers/vehicles: please call the NERV Support at 208-390-4868, if it goes to voicemail, we will call you back ASAP. Ensure you fill out the SF-91, SF-94 (when witnesses), Photo's and a Police Report. Forward to sm.fs.nerv@usda.gov.

Damage Only

Damage to only the NERV vehicle (i.e. hit something, windshield etc.): Please document in a statement with photos and Police Report (when applicable). Submit that information with the plate number along with NERV operator name for pool vehicles. Submit to the NERV inbox: sm.fs.nerv@usda.gov.
